The Government of Wales Bill, published last week, confirms that the National Assembly will gain some powers over the Further and Higher Education Funding Councils of Wales. The FEFCW will come wholly under the assembly. The assembly may cut functions from the HEFCW. It will appoint both bodies and set their funding.
