As the UCU has pointed out, higher education in the UK has recently been beset by a series of problematic developments and it is now considering industrial action. One of the actions taken (or indeed the only action) should be a boycott of the 2014 research excellence framework. This would have the advantage of not hurting students in any way.
The REF is a scandal. The alternative? Simply continue using the 2008 research assessment exercise ratings.
